The purpose of this paper is to provide a framework to help identify which indicators should be included in the NETGREEN database, and to help inform the structure of the database. It is based on a literature review of 92 reports on the green economy, interviews with 55 experts from the field, and discussion of our early findings with 39 experts at a seminar held in London in March 2014.
